In January 2026, the National Energy Dominance Council intervened in the PJM power market to accelerate generation development. The White House fact sheet on the Ratepayer Protection Pledge describes this as expected to produce the largest wave of new U.S. power plant construction ever. For federal data centers in the Mid-Atlantic and Northern Virginia corridor, this represents both a near-term constraint and a longer-term capacity signal. Dominion's 2024 resource plan projects 27 GW of new generation by 2039. Household rates are already rising — Dominion proposed its first base-rate increase since 1992 in February 2025.
